Is this a USB or PS2 keyboard? Did you try two that are the same kind?
Can you find one that's a different plug? Are you sure the thing hadn't
been plugged into the mouse port when moving etc.

Don't mean to insult your intelligence but it happens, especially if
there are kids about.

Has anything happened that might be unusual, power outage, some download
that didn't seem to work before you last switched off etc.

I ask because this could be a hardware or BIOS problem and not related
to XP at all, in fact it is before the OS even starts so it most likely
is not related at all.

You may have to remove the case, although see if you can borrow another
KB or something first. If yours are both USB then certainly trying a
friend's PS2 (The round plug) type would be a good idea.

If the system boots and the keyboard works fine after pressing F1, you can
enter the BIOS setup by pressing DEL. There is most likely to be a setting
that you can select to ignore all errors on POST.

As you have a Dell, you are likely to have a USB keyboard. You could also
try looking for an option to disable the IRQ reservation for a PS/2 keyboard
in the BIOS.

This isn't a Vista or XP problem. It is with your hardware. What kind of
keyboard are you using PS2 or USB. If USB you may have to change settings
in the BIOS otherwise, you probably have a problem with your PS2 port on the
motherboard

I had something sitting on the keyboard and when I turned it on it said
keyboard locked and no keyboard present--then I crashed it to turn it off and
then this statement keeps coming up--I tried unplugging it and trying
different ports but it won't let me do anything

I must have subconsciously thought Dell, because of the word DEL in your
post, heh. If the computer keyboard does indeed work after pressing F1 and
booting into Windows, you can disable stopping on errors in the BIOS, if you
look for the option. What is making this error occur is another matter, and
has nothing to do with Windows itself.

It isn't XP since this is happening during POST and it doesn't even know
what OS it is passing to

Okay you said different ports so I guess a USB keyboard. You may have to
find a PS2 keyboard or an Adapter so you can plug into the PS2 keyboard
socket, otherwise it may mean taking the case apart and trying to reset
the CMOS memory - problem is that this does not guarantee a fix but it
just might. It depends very much on the BIOS the machine has and how it
supports USB.

I appreciate the problem, you can't get to reset the BIOS or anything
else without a keyboard :)

If anyone else can see an obvious way around this feel free to try :)
