error message

I'm getting this error message when I start Outlook 2003:

Cannot start Micosoft Outlook. Unable to open the Outlook window. The
set of folders could not be opened. The server is not available.
Contact your administrator if this condition persists.\

What shoudl I do? It looks serious. I click OK and it just goes back to
my desktop.

What type of account are you using? Does everything look correct in Control
Panel>Mail>E-mail Accounts and Control Panel>Mail>Data Files?

You should be able to tell what type of account it is: POP, IMAP, etc.
 
It is a POP account. Is there a way in that control panel to fix the
database? other ideas?

And what did Mail applet in Control Panel show for Data files?
 
When I click on Data Files, then Personal Folders, I get the error:
Unknown error occurred 0X80040116
