Error message

When I try to open the IE browser, i get an error message,
stating "subscript out of range." does anyone know how to
fix this?
 
Are you connected when you get this message?

What is your home page set to?

Try to repair IE
Add/Remove programs/MS/IE repair...
 
the homepage is set to www.dell.net. I'm not clear on what
to do once I'm in add/remove programs. Could u elaborate
on the directions please? Thanks again
