error message while trying create sublink

I open frontPage 2003 then I open my wed site artdsign.com in frontpage ( I
am working live) then go to FILE new and seclect one page web site then the
box comes up and I seclect Empty web. the next box show the progran trying
to make the new Subweb then I get the error
"Server Error:Error initializing access control: Cant' inherit access
control settings from root web because it is missing the AuthUserFile and
AuthGroupFile directives."

I also get this errow if I try to convert a folder into a Subweb. Whitch
reall scares me as you have to do that every time you publish a web with sub
webs.

I have several sub web already and have never had a problem creating a new
one .
I would like to know If this is a proublen at my Ip(like frontpage
ext.corrupt)
of is this a permissions problem. I have done this severl time before with
no problems the last one onyl 4 Mo ago.?

Check with your host. They may have disabled ablity to create sub webs.

Or, have them check the extensions on the server.

I spent a hour with tech help be for I posted they said talk to microsoft
because they did not know what the error ment . so then I spent about 1 and
1/2 hours at the Microsoft site befor It listed here. Any other places to ask?
