Error message when trying to access programs in control panel.

I receive an error message when I try to access anything
in my control panel. This is what I get:"Access to
specified device,path, or file is denied."

This is on my home PC, running on Windows 98, no network,
only internet access via 56k dialup modem. I think I may
have been a victim of a trojan of some kind. It happened
right after a surfing session, it changed my default
internet start page and now it will not let me change it
back by blocking access to my internet options settings in
the control panel.

Any help and or suggestions will be greatly appreciated!

BTW, this newsgroup is for Microsoft Access, a database application. If you
still have problems, post to one of the newsgroup for your version of
Windows.
