error message when installing phone suite

i get the message error 1317.an error has occured while attempting to create
the directoryc:\documents and settings\all users\documents\my pictures

what and why do i get this message, i can not install the phone software
because of it

you'll find that usually the phone / phone software provider knows more
about this kind of thing than most other people, and therefore is a good
place to go for help.
We don't even know what phone it is do we?

my phone people said the error meant i wasnt allowed to add things to my pc .
but i am the main admin on it ( system allegedly knows that )
so not sure why it happens ?
although i did somehow change something so now when either of the two log
users log in we get this message comes up

run as .what user do you want to run this program, then a clicky with
current user . how do i get rid of that because that would be when all other
pc problems started
