Acces is Denied

Dear All,

My OS is Win XP Home Edition SP2.

I have problem with my folder I cannot access ( Access is Denied) so when I
install a program an Error Message appears (Error 1317.An error occured while
attempting to create the directory C:\Documents and Settings\All
Users\Documents\Program Name).

When I try to delete or remove C:\Documents and Settings\All Users\Documents
then this message appears:Documents is Windows system folder and is required
for Windows to run properly. It cannot be moved or renamed.
I check other computer with the same OS WinXP HE OS, it has no such folder.

Can someone help so I or a program can access to that Folder? Thanks

Try installing the application from an admin account. If that does not help,
fix the Permissions for the "All Users" folder.

Windows Installer Error (MSI) 1317, when installing into All Users
directory.:
