Registry Problem - All Users - Errors 1321 & 1317

I am getting errors when I attempt to install software, namely Adobe PDF 6.0
and MS Office 2003. The error 1317 for Adobe PDF 6.0 is "An Error Occurred
while attempting to create the directory C:\Documents and Settings\All
Users\documents\Adobe PDF 6.0... " The installation will not continue and I
have to cancel it. The error 1321 for MS Office 2003 occured when I
attempted to repair the installation. "Setup cannot modify the file
C:\Documents and Settings\All Users\Application
Data\Microsoft\OFFICE\DATA\OPA11.BAK". I have run SFC and I have all
original genuine MS CD's for both XP Professional SP2 and MS Office 2003.
Have I fouled up the All Users Registry somehow? Suggestions?
