error message System32\DRIVERS\pci.sys

On a friends xp pro, she tries to startup and gets that error message. I
submitted it to microsoft and it said to disconnect all PCI devices, her
memory card being the only one, we can't do that. She's tried hitting F8 but
the options there don't work.
She went in and changed the boot sequence to load from CD first to reinstall
but that isn't happening either.
Any help would be deeply appreciated.
