Error Message "Paymet Required"

I just made an account on hotmail free service while i use my this account on
the Outlook express 6.0 while send and recieve and in syncronization mode, it
return me an error message that " Unable to spool new messages, bla bla bla ,
server responded "Payment Required"" i can't understand y this is happening
because on same outlook i use my old address it works fine can any body help
me out coz its urgent.

New free Hotmail accounts only have the Hotmail.com webinterface. Paid
accounts are able to use OE and Outlook as well.

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
