Error message in Outlook but I think it is Windows related

I participate in a website where I receive points for reading emails. When I
receive the email, I click on a field and it takes me to a website for that
particular vendor. Two days ago when I clicked I received the following error
message, the operation was cancelled due to restrictions in effect on this
computer. Contact your system adminstrator. Well I'm the system adminstrator
and I have no idea why I'm getting this message. The only recent changes I
have made have been to uncheck some startup programs. I don't think these
programs could have any bearing on this message but I went back and checked
them again but still the same problem. I've scanned for viruses and
malware/spyware and come up empty. I have no idea of where to even look to
see what might be configured the wrong way. If someone could point me in the
right direction I would really appreciate it. In case you need to know, I
have Vista Business 32 bit and I use Outlook 2007. Thanks and Happy New

Well, I solved my problem but didn't find out the cause of the error message.
I googled the error message (something I should have done before posting)
and found quite a few people with the same issue. Someone suggested changing
to a different web browser which I did and now the problem is gone. Maybe
one day I'll figure out what went wrong with IE. Thanks!
