Error message can't access site - works on 98 but not 03

I can edit my site using Frontpage 98 on a machine running Windows 98 but I
can't access it using Frontpage 2003 on machines running Windows XP Pro. I
get the same message at home and at work. The message is:

The folder 'http://www.olomlibrary.org/' isn't accessible. The folder may
be located in an unavailable location, protected with a password, or the
filename contains a/ or \.

Please advise.

Can you browse to it in IE and select File Edit w/ FP?

No, I can't. I actually got it working on my home computer. So, now it is
just work.
