error message....can open outlook email

Help, my computer crashed so rebooted, now I am unable to open email. I am
getting the message "unable to start microsoft outlook. Unable to open
outlook window" I have run diagnostics, which found nothing and do not have
the program recovery tool. Have no idea what to do....!

Try starting outlook in safe mode
Click on Start -> Run -> Outlook /safe

I use Outlook 2007, and my experience was exactly as described by angel1807.
