Error message 0x800CCC92 on receive

I have been having trouble with Outlook '03. It has started asking me my
username and password whenit gets the the receive section if the send /
receive process.
I know that my email address and password is correct, but when I say ok to
it it keeps popping up.

Clicking cancel brings up the following message: -ERR Maildrop Unavailable
(0x800CCC92)

Is that my mail server or my outlook settings that are at fault?

I would say contact your ISP. The error states that your username or password
is incorrect, and you state you're entering your email address. This may or
may not be the same as your username. Doublecheck and post back.
