I am guesing it wont go out because it thinks it is spam.
This is an email I received from an unknown-I am trying to forward it to
ebay, to report it as spoof/fake. Any suggestions would be very helpful
and
appreciated!

The message is from the mail server and OE is just reporting it to you.

Is there anything I can change to get the ISP email server to accept it?

Your isp is running antispam software and it looks like it thinks your mail
is spam.
It depends on why it thinks its spam as to what you can do.
Some isps just count the number of messages and limmit you to a few an hour,
some look at the contents.
There is a link to report problems on http://www.charter.com/postmaster

You could get a live mail account if you are in a hurry to send it.

Thank you!
