error message 0x800700c1

thanks for your reply. let me rephrase the question:
When I turn on the computer, it shows the welcome screen, then my name to log in, when i press my name the following message appears: windows product activation, a red Circled X then the message: a problem is preventing Windows from accurately checking the license for this computer. Error Code: 0x800700c1
I never had this problem before. We purchased this computer 1 1/2 year ago. We recently tried a free download to check error in the computer and it showed 63 errors found. my son turned the computer off and when we tried to bring it back up, this message appeared. We recall the name doctor fix or something like that.

Hi,

Boot to Safe mode by hitting F8 as the system first begins to load. From the
boot menu, choose it from the options. Logon as administrator.

Start/run regsvr32 regwizc.dll
Then start/run regsvr32 licdll.dll

If this doesn't help try these steps:

Start the computer in Safe mode by hitting F8 at bootup. Start/run regedit.
Delete the following keys:

HKEY_USERS\.DEFAULT\Software\Microsoft\Cryptography\Providers
HKEY_USERS\S-1-5-20\Software\Microsoft\Cryptography\Providers

Exit the registry editor, restart normally.
