Do you have any of the files mentioned in the KB present in %systemroot%?
How about in %systemroot%\system32? How about in
%systemroot%\system32\dllcache?

I would look at the timestamps and file versions for all those files to see
when they were built and by whom. If they don't seem to belong to the OS
(compare against time and fileversion of kernel32.dll), I would replace only
the affected files. If the OS is stable, except for the tcpmib problem,
there shouldn't be a need for reinstalling it.

If you find that the mentioned binaries need to be replaced, the Windows CD
has all those files and you can restore them from there. The files are in
the i386 directory on the CD, are compressed, and have names like tcpmib.dl_
You can use the "expand -r" (type expand /? for usage in a cmd) for that.
