error loading OS

I recently put a new hard drive in my Dell Inspiron 1000 notebook. As I was
installing the OS my computer shut off (power source problems). When I turned
on the notebook to continue or start over I recieved an error message "Error
loading OS". I tried F2, F12 and nothing, so what's my next step?

Hi Randy,

These newsgroups are about Anti spy ware program "Windows Defender"!
Nevertheless try to install all over again and make sure that this time
there are no "Power source problems"!

I agree with Tom Emmelot--at this point--try the install from scratch
again--boot from the CD.
