Error Deleting an empty folder

Whenever I create a new folder on the desktop I am not able to delete it
untill after a reboot. I can delete any of the files inside of it but not
the folder itself. I get a message : "Cannot delete {folder name} : It is
being use by another person or program. Close any programs that might be
using the file and try again."

The folder is not open nor are there any programs running that are using it.

Any ideas?
 
Had the same problem with one folder. No matter what I did, would not move.
I even tried my "unlocker" program. Somebody told me to run a check disk on
my D drive & after I did, I was able to delete this annoying folder. Hope
this helps.

Try starting Windows in Safe Mode -- hit the F8 key as Windows starts.
Can you then delete the folder?
