error code 692 after installing security update #819696

After installing the latest security patch #819696 I get an
error code 692, unable to open port, when trying to dial my
internet connection. When I listen on the phone while it's
"supposed" to be dialing, it doesn't even attempt to dial.

The modem diagnostics indicate the modem is working fine.

I know this seems like a royal pain, but consider uninstalling the modem
(using Device Manager), and then booting, and allow Windows detect the
modem. Allow it to re-install (and potentially repair) the drivers for it.
It may simply be that a driver, or associated file got corrupted.

You might want to check the modem manufacturer's web site to see what their
current driver set is.... and download it (if you have access to another
machine), or dig out your floppy/CD that came with the modem, in case
windows doesn't locate a decent driver for it.
