error code 4500:0119

Hey. i wrote someday about my pc that turns off, well i have a dell and cd of
solution dell i check de disk and tell me this.
Error code 4500:0119 msg port is operating outside of alloweed speed
tolerances. Port bage adress 3f8h is transmitting at ocps, against an
expected 5600epc.
the last number always change, cause show me so msg with the same error but
change in the last numbers 3840,1920,960,480,240,120,30 that are some of the
numbers that shows me.. and the last error said something about the modem,
someone can help me pls, cause im goin crazy, my pc turns off like 8 times in
this 1 hour.. pls help!
