cannot send mail outlook exp 6.0 Winxp home sp2

Help please.. Bell south says this is is a microsoft sp2 problem. The
FIREWALL IS TURNED OFF. I'm running WinXP Home SP2 on a Dell desktoP 4400
series and using MS Outlook Express 6.00. I can not reach the Bell South
smtp server from outlook express to send mail.
error msg reads:
"The connection to the server has failed. Account: 'mail.bellsouth.net',
Server: 'mail.bellsouth.net', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E"

1) If you haven't rebooted since this error appeared, do that
first.

2) Turn off e-mail scanning. It adds no extra protection and
can cause this error.

3) Go to Tools>Accounts>Mail>Properties>Servers Tab. Under
*Outgoing mail server*, check the box for My server requires
authentication. Next, click the Settings button and insert
your user name, {everything before the @ in your address} and
enter the password.

4) OE6 Specific Newsgroup:
news://msnews.microsoft.com/microsoft.public.windows.inetexplorer.ie6_outlookexpress

Shut off secure connections and login. Outlook Express is set up on
default to use settings that MSN uses and most ISP's don't.
