error code 10038 ftp

I am using a dedicated FTP program to download files from
a server.
The program appears to download the file but at the end
gives a message that "downloads = 0" and nothing is
saved.
the message also says "Error InternetReadFile 10038
Message"
looking up the error message on MSDN says....
"an operation was attempted on a something that is not a
socket"
ie WSAE NotSock
I can use a commercial FTP prog such as CoreFTP or FTP
navigator and have no problem.
I am using Win98SE and IE6.
