I have been referred to this place to post the question as I cannot find a
relevant answer to why this error code keeps coming up for attempts to
download Windows Defender.

I see this is not the first time you have posted this question - having done
so earlier this month. There were a number of suggestions and helpful links
provided by several people on that occasion - it seems to no avail. Like Dave
M, I find it very difficult to understand why, if you are using your notebook
in a Home Environment rather than a Corporate one, you do not have the
required SYSTEM permissions to update WD. When you had your notebook reset to
factory defaults you mentioned `they`. Who was `they`? If the computer was
bought for personal use then it would have come with a factory default CD
which would automate the reset process and could easily be done by yourself.
This should give you the permissions you require (by default) for updating
WD. Do you have any VPN software installed?
