Error clearing ARP cache

I use XP Pro SP-2. When trying to do a repair of the network connection I
receive an error in clearing arp cache. I'm able to clear the arp cache
through cmd.exe. I have repaired Winsock registry entries. I tried totally
flushing the cache and also adding static entries. None of my attempts have
been successful at repairing the network repair through windows network
icon.
I have intermittent internet access then it fails after a period of time. If
I log off as user and log on again the internet is restored for awhile. I
have run spyware checks with ad aware. I also use spybot and spyware
blaster. My system reports it being clean. Also a virus scan with Norton AV
2004 reports clean. Definitions are up to date.

I tried Microsoft support and internet searches for a fix to no avail. I'm
hoping someone here may have an answer.

Go to a command prompt, and:

arp -a :Shows the current contents of the ARP cache;
arp -d * :Deletes all entries from the ARP cache;
arp -a :Should all be gone now.
