Error - Cannot Delete File

I started downloading a game, and then a little way through decided that I
actually DIDN'T want it downloaded onto my computer, so I cancelled the
download. Now there's an icon for the setup thing on my desktop and every
time I try to delete it it says "Error: Cannot Delete File" and it says that
another program is using it, close the programs that might be using it and
try again. I haven't had any other programs open, and it still won't delete
the stupid file. I just want it gone!

Try the deletion in Safe Mode by Tapping the F8 on Start Up before the Blue
screen appear or the Log On screen.
If the deletion in Safe Mode success then Run Disk CleanUp in safe mode then
Go through these cleaning Steps:
First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

If you can't try this AutoRun:

I entered safe mode and did what you told me, but I still couldn't delete it.
Also, I ran Spybot S&D but that didn't do anything either. I'm afraid I'm
still stumped as to how to get rid of it!
Do you have any other ideas?

Did you tried the Ccleaner and check mark the Path for this game and Hit
delete.
Open windows Explorer and locate this path:
C:\Program Files\Game Name\Game.exe and delete manually.
C:\Windows\Temp\Temporary Internet Files\IE.5Content = Delete all here.
Or try System Restore to before the download.
