Error C00007b (bad image)

When booting, I reeceive the message C000007b(bad image)
application or DLL c:??\windows\system32\sfcfiles\dll is
not a valid image.

I am using Windows XP on a Dell Inspirion laptop.

I am able to use XP Recovery Console from my XP
installation CD.

I ran CHKDSK and the hard drive is OK.

Using the Recovery Console, I installed a new boot file
using fixboot.

I still get the above mentioned error.

Is there a solution to this which does not involve
formatting the hard drive and resinstalling Windows XP?

If I do reformat and install XP, will this solve the
problem?

Was this caused by a virus? a two year old discussion I
found using Google indicated there was a virus that
affected sfcfiles; however I was/am using Norton Anti
Virus for protection.
