I recently reinstalled my operating system after a crash. All files were
restored, but I can not establish an internet connection. The following error
occurs:
error c0000005 occurred in module mlang.dll at address 75d0e64v

I've tried very basic troubleshooting and tested that my modem does dial
out, but I am now stumped.

The error c0000005 refers to an error in a Dynamic Link Library file (DLL).
Yours is mlang.dll, which is the multi-language support file. You could try
a download from the below website, yours may be corrupt, or reinstall
your ISP (Internet Service Provider) software. Try the below first.
