Error 930 when trying to establish RAS connection

I cannot login to a Windows 2000 server set up for RAS.
Connection goes thru cable company to cable modem to
server. Workstations are connecting via DSL or other
cable company high speed.

I can get to server using pcAnywhere but not RAS.

I've set this up before on NT servers without a hitch.
First time on 2000.

Any suggestions would be helpful.

Error 930 is all I see on the remote client trying to log
in. There is an IPSec error in the Event Viewer on the
2000 Server log but I don't remember invoking anything
related to IPSec.
