I was experiencing this issue and was frustrated trying to find a
solution.
Neither resetting TCP/IP or deleting and recreating the dialup
connection worked for me.
What did work for me was deleting the dialup connection, then
uninstalling the modem in device manager.
Then rebooting and let the modem be rediscovered.
Setup the dialup connection again.
