Error 711 on Internet connection after upgrade

I just upgraded from Home Edition to Professional
Edition. When entering the Internet Explorer properties
all dial-up connections are gone and the the radio buttons
are greyed. When I click the add button I get an error
711. I entered Windows Help and received no concrete
information on how to rectify the situation. What do I do
now?

Hi Kelly,

Start/run services.msc

Scroll to the Plug and Play service and double click it. "Start" the service
and set the startup type to automatic. See if this helps.

This edit solves Error 5 and 711:

Dial-Up Modem or PPPoE is Unavailable (Line 87)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.

Standard Checkpoints:

Go to Start/Administrative Tools/Services. Set these three to "Automatic":

Remote Access Connection Manager, Remote Access Auto Connection Manager,
Telephony.
