ERROR 711 Can't set up internet connection with modem

My Windows XP Home crashed AGAIN...when it started back up
my internet connection was gone and i am not able to setup
a new connection. When I go throughthe wizard the option
to select LAN in selected and the option to
select "connect with modem" is greyed out. When I tried
going another route I got an ERROR 711 message. This
happened a while ago (during an earier crash...may also be
due to my piece of crap AMD Athalon 2100+ MMX chip). Can
anyone help (other than telling me to get rid of my piece
of crap AMD chip)..thanks

When following this advice, if you can't start the Remote Access
Connection Manager, then you need to look at this:
