error 403

every time I try to download a program I get this message when I hit the
"download" button. Surfing and opening applications work ok.

Hi Ken,
Clear your caches and delete internet files and Cookies, then click on
Advanced Tab on the IE Properties window.
Scroll down to HTTP 1.1 Settings
[ ] Use HTTP 1.1
And under Security Option:
[ ] Use SSL 2.0
[ ] Use SSL 3.0
[ ] Use TLS 1.0
Be sure all these Boxes are checked.
Click OK and Reboot your machine and try to download the File.
