Error 1931 Installing HP Printer Software

I have a brand new Dell Latitude D620, running XP SP2. I am trying to
install printer software for an HP 5110 all-in-one. I have the original
installation CD. When I try to install, I get the followiong message:

"Error 1931. The Windows Installer service cannot update the system file
C:\WINDOWS\system32\msvcp60.dll because the file is protected by Windows.
You may need to update your operating system for this program to work
correctly."

I have checkced through the Windows XP KB, and I have dtermined that I
already have installed the latest WIndows Installer version (msi.dll
3.1.4000.2435)

If I click "OK" in the error message and continue through the printer
software installation it does not install correctly and will not function.

Any ideas?

Did you connect this printer to your PC prior to installing the software?
If you did, you must start over again and uninstall the printer.
The software must be installed with the accompanying CD, during
which you'll be prompted when to connect it and when to turn it on.

Been there, done that. I've followed all the HP installation and
troubleshooting guidelines and still no dice. I have also been unable to
print test pages even when the HP assistant says "all checks out OK". I'm
thinking that there is something wrong with the internal printer software.

Take a look at the permissions that are set on
C:\WINDOWS\system32\msvcp60.dll [right-click > properties > security tab

You may have to install the printer from an account with Administrator
privileges -- or it may go further than that: see

for a similar hp problem. Obviously, your issue isn't with twain_32.dll
but with part of the C++ runtime library, but the concept's similar.

For Windows XP Home:-
You have to start in Safe Mode and log in as an
Administrator in order to access the Security tab.

For Windows XP Professional:-
You have to disable Simple File Sharing.(Folder Options>View
tab....scroll down to "Use simple file sharing")in
order to access the Security tab.]
