Error 1500 another installation is in progres ya da ya da

I cannot install any of the new programs I have either downloaded or
purchased as my computer tells me that Error 1500 "another installation is in
progress"and I must finish that installation before I can install the one I
want to install.
Shutting the computer off does not solve this problem.
I am using XP Profesional.
