Error 1402 - Technet Technical Information Library Installation

Greetings. I am having a whale of a problem installing the TNTIL locally on
VistaHome prem, SP2. Despite numerous attempts, I continue to get an Error
1402 for the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{8208C753-27A0-453D-97D3-A6044303052D}

Steps taken:
1. Attempt to modify key permissions to Full for Owner, Everyone or my
Administrator account, JMark. All fail at Replace all existing enheritable
permissions: Registry Editor could not set security in the key....

2. Attempt 1. in Safe Mode, Administrator login, failed.

3. Attempt to execute setup.exe in Run as Admin mode, fail.

4. Confer with Consierge... referred here.

5. Help!
 
It has been five days since I posted this issue with no reply. If is this the
incorrect forum for this inquiry, would someone pease direct me the correct
one.
