Error 1402 Setup cannot open the registry key

A user received the following:
Error 1402 Setup cannot open the registry key...
Verify that you have sufficient permissions to access the
registry or contact your computer manufacturer's product
support for assistance.

when he tried to open Excel2002. He had been in Excel
earlier in the day and didn't have any problems. Anyone
know what the source of this error is?
