Error 0x800CCC90, Can't download email

I'm getting error 0x800CCC90 and Outlook 2003 is no longer able to download
my email from the Bellsouth server. I deleted and then added my email
accounts but that didn't work. I bought RegCure to repair any Windows
Registry defective files, but that did not work.

Any suggestions? I rather not uninstall Outlook since I will lose all of my
email, and I don't know if that would solve the problem.

Outlook will send email out, just not receive. When it does receive, it
just keeps receiving in the same 4 or 5 emails over and over again. I tried
my Outlook Express, and it has the same problem.

Do you have the full text of the error - there are a couple of things that it can be but right off this is what I came across. Also make sure that all your Office and Windows updates are installed. It could also be related to your anti-virus or firewall. Example if you using AVG turn of the Outlook integration.

These suggestions will at least get you started and hopefully resolve the issue.

Yes, I have downloaded and installed all of the Office and Windows updates.
I use Norton Internet Security 2007. What is AVG? I will try turning off my
Norton to download the email, but Norton hasn't been a problem in the past.
This is my personal desktop PC at home. No network or anything. Here is the
full text of the error:

Task 'mail.bellsouth.net' - Receiving reported error (0x800CCC90) Your
incoming (POP3) email server hs reported an internal error. If you continue
to receive this message, contact your server administrator or internet
service provider. The server responded.

I followed the instructions in the article, but it didn't help. The article
refers to Outlook 2002, whereas I have Outlook 2003, if that matters.

I turned off Norton and tried to download my email, but that didn't help
either. I uninstalled and reinstalled the Bellsouth software, which didn't
solve the problem either.

I don't know what else to do. I've been working on this problem for 3-4
weeks now. I'm beginning to think that Outlook will not work anymore.
