Error 0x800ccc0f

I get an error message "0x800ccc0f" when I try to send an
attachment greater than 60kb. Anything less than that, the
message sends just fine. Anyone have any ideas?
 
What version of Outlook? What sort of mail account?
 
Sorry for the long delay, but I am still having the same
problem. Any help would be appreciated!

Microsoft Outlook 2002 SP-2

The Mail account is a POP3/SMTP
