erreor message when trying to send

I get the following error when i try to send email from outlook. I
have started in safe mode and it keeps trying to send but this message
keeps coming back. "Test ACcount settings" works fine but cannot send
or receive email accept for the test message that is sent when i click
"test account settings" button.
errror:
sending reported error(Ox800ccc13) Unable to connect to network.

"Unable to connect to network" suggest me that you might have an issue with
your network setup or interface card or cable...
