Err: -2147467259 TransformResults() Exception/stylesheet/XML document

Running Windows Xp Pro
When I try to go to: Microsoft TechNet/Microsoft Security bulletin Search @ http://www.microsoft.com/technet/security/current.aspx , to search & downloa
needed updates, I get this error message

(((( Microsoft Internet Explore
TransformResults() Exceptio
Err: -214746725
The stylesheet does not contain a document element.
The stylesheet may be empty, or it may not be well-formed XML document. )))

I looked in Help & Support and I read all Errors related to: (Err: -2147467259).
But, none of them mentioned any thing about stylesheets or XML document !
I also did the SSL test successfully.
What, and why is that

This is an XML error. Install MSXML Parser 3.0 Service Pack 4 Release.

I Found a solution for that error message

In Internet Options/ Advanced Tab/ Under Security Sectio
I Uncheck the Advanced option
"Do not save encrypted pages to disk" and, that solved the problem, no more error message when I go to: http://www.microsoft.com/technet/security/current.asp
But, I don't know if its safe enough to Uncheck "Do not save encrypted pages to disk" ???????

This is from the Help ( Question Mark on the applet ).
