entry point not found

when installing a new program on win xp pro, i get the
following error.
the proceedure entry point reinitializecriticalsection
could not be located in the dynamic link library
kernel32.dll.

anyone hav a suggestion?

I looked on google.

It means that some application replaced URL.dll with an incompatible
version.
