Long story short. I have two hard drive. I encrypted
files on the secondary harddrive (Volume D) The main
drive crashed so I reloaded the operation system. Simple
enough. I can still see everything but I am now unable to
access or decrypt the files. Not sure what I did wrong.
Suggestions?

The EFS provate keys that were used to decrypt those files were stored in
your user profile and accessible through mmc certificate snapin. If you
formatted the operating system partition, then you destroyed those keys and
will not be able to decrypt those files unless you had backups of your EFS
private keys via an export, or if you have an intact copy of your old user
profile from a time after those files were encrypted which would require the
help of a special tool from MS support or a third party application if you
remember the password for the user account. --- Steve
