encryption 0 bit

I have been having trouble loading web site and went to ms
to find a solution. I did find out my encryption is at 0
bit but cant seem to fix it. Does anyone have a link to a
download that I can use to bring it back up to 128? I have
windows 98SE and can only find what I need for windows
2000. I have had trouble with it since I upgraded from
5.5. The web sites say the page is unavailable and check
the security. Its on medium as always. Even when I totally
turn the security off it still wont load. I am at a total
loss here. Hope someone can help! Thanks!
