Assuming you're running Win2k because of the newsgroup you posted on . . .
The local administrator is the EFS recovery agent by default on a
non-domain-joined machine. you should be able to log on as the
administrator and decrypt the files.
If the user was the local administrator and still can't decrypt, then the
user and recovery keys are both hosed and the data is lost.
XP and Server 2003 don't have default DRAs on non-domain-joined machines.
