I think you enable it by enabling it for the entire IDE Primary or Secondary
channel. Check it by going here:

a) Start ---> Run
b) Type "devmgmt.msc"
c) Go down to the "IDE ATA/ATAPI controllers" section
d) Double click the entry for "Primary IDE Channel", or, "Secondary IDE
Channel", based on the channel your CD-ROM/DVD drive is on
e) Look on the Advanced Settings tab
f) Make sure "DMA if available" for the "Transer Mode" is set for both
Device 0 and 1.

In XP you do it for the controllers that they are connected to. In
Control Panel - System - Hardware - Device Manager look for IDE
ATA/ATAPI Disk controllers, and in that for Primary or secondary as
appropriate. DOuble click and on the Advanced page, ensure that DMA if
Available is selected for Mode.. If in spite of that it is still PIO
after a reboot, then there have been a spate of errors, and the system
has fallen back to PIO and stuck. Check hardware - cables etc, then
take the main controller, immediately above Primary and Action -
Uninstall. OK, and reboot for PnP to start over
