Enable Media Buttons when Locked

How do you configure the special media buttons on a keyboard to wor
even when Windows is locked

I'm running Media Center 2005 on a Dell Inspiron E1705

I know it's possible, my friend has his configured to work, but h
doesn't remember how he got it to
