emulate NT shutdown?

Does anyone know if it possible to emulate how NT behaved when Start |
shutdown was selected (on an ACPI compliant system). Basically, it would go
to a screen saying it was safe to power down, but provide a button to
restart the PC. The closest I have come is to turn off ACPI in the BIOS, and
install XP. It gives me the it is safe to turn off PC message, but there is
no restart button.
 
Perhaps I should have given a little more detail. The box is not always
accessable to the user. We do not make the Desktop available to the user,
rather our application provides a dedicated UI. One of the capabilities it
provides is a shutdown mechanism, where it sends the appropriate commands to
the OS. On NT, the one commmand could be used for both a reset and a
shutdown, since there was a "restart" button on the "OK to shutdown" screen.
If the user did not have access to the box, he could still use the
"shutdown" to perform a reset.

I am trying to see if there is a way to restore the "reset" button to the
"OK to powerdown" screen like NT had. If not, I will need to modify my UI to
support both a reset and a shutdown.
