Empty Start Menu

I am new to XP Embedded and have just got my first image to boot up.
Unfortunately there is no functionality with my image at all. The Start
Menu is empty bar for Log Off and Shut Down.

Also, I can't use CTRL-ALT-DEL to start a program.

Right clicking the desktop doesn't do anything either.

Being a new user is there any information out there that someone can point
me to with a "best practices" sort of information that will help me get
started instead of asking newbie questions here.
