empty device manager in XPe

My XPe build does not show any devices in the Device Manager. The
window is blank, in fact.
The Plug and Play Software Device Enumerator and the PnP (Kernel-mode)
components are added in the build.

The crux is that the final image cannot contain any plug-and-play
functionality..

Is there some component I can add, or some configuration to change?

Just a guess:

Try including PnP (User Mode) and Add Hardware Control Panel.
